We the undersigned petition the President of the United States to issue an Executive Order requiring that all Federal, State and Local government employees who are authorized to carry a lethal or non-lethal force weapon be required to take an independent annual mental health examination to be paid for by their employee health insurance and to be certified by a qualified independent mental health professional to be mentally stable and capable of exercising full professional judgment in the use of a weapon under all circumstances. We further request that a publicly available database of all findings of all such examinations be maintained, with appropriate security and respect for the privacy of individuals.
