This petition asks that electoral votes be awarded based on the winner of individual congressional districts, with two aditional votes granted to the winner of each states popular vote. This system, known as the Congressional District method, is used by Maine and Nebraska. The current system is a simple winner take all system. By winning the popular vote in California, for example, a presidential canidate is awarded 55 electoral votes. Under Nebraska's method that same canidate would only be awarded 2 votes for the popular victory, with the remaining 53 votes individually recognized. By adopting the Congressional District method canidates will no longer be able to win by simply pandering to a handful of populous states, more specifically the population centers in those states.
