Many Americans are subject to drug testing as a condition of their employment. To aid in the appropriate distribution of federal welfare money recipients of aid such as TANF (Temporary Assistance for Needy Families), unemployment benefits, medicaid benefits or other federally funded welfare should be required to undergo an initial drug test or screening. Applicants who fail the test would be temporarily denied aid, and would be required to enroll in a Alcohol, Tobacco, and Other Drug (ATOD) program. After completion and retesting they would be allowed to receive federal aid.
