It is proposed that internet service providers (ISP) be required to incrementally increase bandwidth caps for usage annually, at no additional cost to consumers, to reflect the growing requirements by commonly used web based services.
While bandwidth requirements have increased, largely outside the control of consumers, ISPs such as Comcast, Time Warner, AT&T, and others have failed to incrementally increase caps. While it is within their right to place caps, doing so without regard to growing standard services bandwidth requirements represents unfair business practices by what are largely oligopolistic firms.
As a potential solution, ISPs should be required to survey all ISP consumers annually by speed tier, and increase caps to impact only the top 1% of consumers for that tier.
