Many mass casualty shootings involve the perpetrator using body armor during the commission of the crime, making neutralization of the shooter more difficult for law enforcement, and therefore putting them at greater unnecessary risk. All non-law enforcement/military body armor sales should be reported to Justice Dept. for investigation of purchaser, a 30 day waiting period for DOJ approval, and federal licensing for purchase, possession, and use should be required for all civilian users. This does not infringe upon 2nd Amendment, is easily implemented, and would provide means and opportunity to prevent future mass casualty shootings involving the illegal use of body armor, and potentially identify individuals seeking body armor for criminal use, before a crime can be committed.
