A visit to an IRS taxpayer assistance center is sometimes required (eg. if one is the victim of identity theft). Most IRS taxpayer assistance centers do not offer any scheduled appointments. Therefore to clear ones identity (by spending ~1 minute to show 2 forms of ID) one must wait in line for 2-4 hours. The option of a scheduled appointment at all these centers is a reasonable expectation as a minimum level of service in 2016. Alternatively or additionally a triage system on arrival to separate simple brief issues from more involved issues would be helpful.
