There have been too many incidents of law enforcement abusing their powers when confronting citizens; the recent death of a 17 year old playing video games and a father being tackled and killed by five officers are just two examples out of many.
If they are to uphold the law, they should be held to a higher standard. Police should required to undergo psychological evaluations by a third party each year. Those that do not pass should be suspended and required to undergo treatment. They should NOT be allowed to carry a firearm during this period.
Officers who are found to have violated the law should receive harsher punishments than normal civilians as it is supposed to be their responsibility to enforce the law. Not break it. There should be no exceptions, regardless of past merits.
