Require law enforcement in the US to report civil rights violations and use of lethal force to a national database

Stories of police misconduct are rampant today. Everyday you see a new story of police misconduct whether it be civil rights violations, improper escalation of force, rape, extortion, larceny, domestic violence, or a plethora of other offenses. We the people would demand the creation of a national database, accessible to the public at all times, detailing the unjust actions perpetrated by those sworn to "protect and serve" those who they are persecuting. This database would include the offense, the corrective action taken in the case, amount of taxpayer money spent on settlements, and if the officer is still on the taxpayer payroll policing our streets. The American public deserves to know the perpetrator, the offense, and the amount of taxpayer money wasted by these criminal officers.
