When a child is born in the USA and it's territories, require that at least one of the parents be a US Citizen at the time of child birth OR both parents currently be a Permanent Resident. If parents are on a working visa, the child should automatically be given the same type of visa as their parents.
If conditions are not met, the child will be given a temporary 90 day medical visa which CANNOT be extended under any circumstances other than 'true' life or death situations.
Violations of overstaying this visa will and should adversely affect future opportunities of becoming a Permanent Resident, Citizenship or issuance of any form of US visa.
