Insurance on guns will help improve restitution and recovery for victims of gun violence, taxes on gun insurance can help fund improvements to mental health services, smart-gun technology, etc. and holding gun owners accountable for gun crimes because of negligence will encourage them to be more vigilant about their security, use and resale. These reforms can help reduce gun violence in the long term without violating anyone's 2nd amendment rights.
