Require a license to have children.

Children with parents who are not financially stable or mature enough to raise children. Putting our children first and our own needs second should be common sense, but since it isn't then we should regulate raising a child. Applying for a child license should include but not limited to a background check and credit check. Ensuring good parents will ensure a drop in crime and a raise in education. We have to get a license to drive and get married why should having a child be different. People who don't qualify should have options to either give their child up for adoption or enter into a program to becoming a parent. America please help our economy, our future, our education, and most of all our children.
