National licensing of individual firearms owners and registration of individual firearms, with other changes, would resolve major deficiencies in the current Federal and state firearms laws, and will help to minimize the transfer of restricted firearms and posession by prohibited individuals through primary and secondary markets.
A lack of accountability on existing gun owners makes it easy for unscrupulous owners to sell firearms to prohibited individuals in the secondary market. Licensing and registration would make each owner accountable and responsible for each firearm that they own.
Licensing and registration, in conjunction with stronger restrictions on possession by the mentally ill, would help to ensure that individuals with mental disorders do not come to possess firearms.
