Whereas: Gun owners are not subject to any monetary penalties when their guns are used or involved in criminal or accidental incidents that results in the death or personal injury of themselves or other individuals, regardless of whether they or any other individual aquires said firearm either legally or illegally

In order to reduce the proliferation of guns, to protect citizens from personal, injury or death through the use or misuse of guns of any type, legal or illegal, and to provide means of compensation for such injuries to the victims or their families, we the undersigned demand that all guns owned, bought, sold and registered by American citizens be properly insured by an independant insurance agency that is willing to underwrite the owner against such unintended events
