To require mandatory annual psychological testing of all federal, state and local law enforcement personnel.

Law enforcement personnel are inflicting gross civil rights violations upon Americans (e.g., Freddie Gray) causing them great bodily harm. If the stigma of psychological testing were removed by a legal mandate that all law enforcement personnel be tested yearly to determine their 'rage' and/or 'bigotry' level(s) there may be much less civil rights violations in the USA. it is time to psychoanalyze law enforcement from top to bottom! Americans are tired of getting the bone, and should get some of the meat!
