Require drug testing for all individuals applying for and receiving federal and state financial assistance, including welfare, food stamps, unemployment benefits, etc. Drug testing should be on-going and random, so applicants/recipients will not know when the testing will be done and therefore cannot "stop" doing drugs only long enough to have a clear tox screen.
