Require mandatory lessons on the mechanics of the US Gov. before the creation of a petition.

Far too many of the petitions on Whitehouse.gov disregard the basic mechanics of our Constitution, as well as the limitations and requirements for matters such as repeal and impeachment. While my opinion might not be in line with the populist notion of the petition service on Whitehouse.gov, I suggest that all participants be given a crash course on our Government and the way it works, as well as the names and contact information of their representatives so that they might get their office rather than the Press and Policy people at the White House.
