Require a mandatory mental health evaluation for all current and future gun owners, and all inhabitants of the same domicile over 10 years of age, IN ADDITION to comprehensive background checks. If any person over the age of 10 years, does not pass the evaluation, no guns shall be permitted on the premises. Any violation of this law will result in not less than 10 years, or more than 30 years in Federal Prison for EACH violation.

Each person who fails the evaluation may request up to three (3) re-evaluations before this law can be enacted.

In addition, any gun seller/dealer, public or private, who knowingly violates this law, by selling weapons to invalid persons, shall also face no less than 10 years, but no more than 30 years in Federal Prison for EACH violation.
