Any person with a drivers license would have to pay a fee every five years(or similar amount of time) to get officially retested and issued a new license. This retest would be a standardized driving test. This would generate revenue for the government, and keep many unsafe drivers off the roads, providing a plethora of benefits. This seems pretty self explanatory, and appears to be an obvious solution for maintaining safety on our roads.
