Require Mandatory Spay and Neuter for Dogs and Cats in the United States

Nearly three million cats and dogs are euthanized each year in United States shelters due to overpopulation. The only way to fix this problem is by requiring mandatory spaying and neutering of pets over the age of five months. Exemptions would include: Medical or health reasons, animals with a veterinarian-issued health statement and permit for breeding, or show animals.
