Require that the members of Congress and the Executive Branch ALL have pay frozen and relinquish their pay

That the legislative and executive branches of government shall have their salary held and that they shall not be PAID until able to pass a budget. If the Federal Government is shut down due to lack of funding they shall not be paid or be allowed to be reimbursed expenses for any travel, vacations during the shut down. Both Branches of government shall be treated same as federal employees with mandatory unpaid days.
