If the members of Congress spend more time within their home community, then they would be more in tune with the need of the citizens who they represent at the national level. When Congress members remain in D.C. for an extended period of time, they may lose sight of the opinions of the citizens, and a longer leave at home would allow citizens to more effectively convey the issues they have with the government to their representatives.
