Currently, Congress has no personal motivation to pass a balanced budget in a timely manner. They require 'skin in the game' to motivate them to pass a balanced budget in a timely manner. We petition that each time Congress fails to pass a balanced budget by the legally required time that each member shall surrender 1% of their WEALTH (not income) to the IRS for each year they failed to pass a balanced budget. First time a Member would surrender 1%, the second time would be 2%, and so on. Wealth is defined as all assets and interests in their control, for their benefit, or fractional share or interest in. If Congress passes a balanced budget after the deadline, the penalty shall be reduced by half as an incentive to continue working towards a solution after the deadline has passed
