Require members of welfare to be subject to drug tests that are not scheduled, to minimize people abusing welfare.

Members of welfare should be subject to random drug testings to minimize people becoming "clean" for their test, then going right back to drug use. The members of welfare should have to sign a form that gives the government access to drug test them randomly twice to three times a month. This will cut down on the people abusing welfare and allow more people who actually need it to have access to it.
