Require mental Heath providers to report patients who have been diagnosed with high risk disorders to the NCIC

There is a gap in our enforcement of existing gun ownership regulations. We have already agreed that people who have been treated in mental institutions must be screened manually by BATF personnel before they can purchase a firearm. This is described by the check boxes on form 2206 which is filled out on every gun purchase This proposal would require the department of health and human services to identify those diagnosis groups which would indicate a risk to the public safety if persons with that diagnosis have or have access to firearms. The identity of the affected persons could be protected by existing HIPPA regulations. However, the NCIC would be tasked with collecting and maintaining this data. And to use it in the determination of whether to allow a gun purchase.
