Require a minimum notice of 21 days from any allied nation requesting military support in an act of aggression.

We the people of the United States of America do hereby declare our requirement of notice by any ally seeking our support in any form of military campaign for which they are the instigator. This formal notice must be placed no fewer than 21 days prior to an act of aggression with Congressional and Executive branches of government in writing and/or global public broadcast. This is to be voted upon in emergency session of Congress for approval of no less than 2/3rds majority and signed by the President prior to provision of military support in any cause that is not in direct retaliation for an overt act of military aggression against an allied nation. In effect we the people demand notice and opportunity to oppose support of any ally seeking a preemptive strike which may instigate war.
