Add language to :12 U.S. Code Chapter 2, Subchapter IV - REGULATION OF THE BANKING BUSINESS; POWERS AND DUTIES OF NATIONAL BANKS" stating that a national bank must honor a check drawn on an account with that bank and may not charge a fee to do so if:
The drawn account has sufficient balance.
The check is presented in person at any branch location of the bank on which the check is drawn.
The check is to the person presenting the check or to "Cash".
The person presenting the check has valid picture ID such as a passport from a recognized country, a driver's license, a state or national ID, an employer ID, or other similar ID but ID is not required if the check is to "Cash" and meets other valid legal requirements.
