Millions of Americans are bicycle riders, and many rely on their bicycles for transportation and employment. They are a healthy, low cost, and convenient form of transportation, especially for lower income individuals.
Despite all this, bicycle theft is endemic in America. We are asking that bicycles be required to be registered with state and/or local governments similar to automobiles and motorcycles, that sales or purchases of bicycles require proof of ownership, that bicycles be required to bear a unique VIN, and that stronger laws be considered regarding bicycle theft. If necessary, we ask that the fees required be subsidized for low income individuals.
These measures will discourage bicycle theft, which will in turn promote their use and safeguard those who rely on them.
