Require a national referendum before the use of invasive military force against sovereign nations.

We formally ask President Obama and his administration to propose a new amendment to the US Constitution that requires at least 51% approval in a national referendum vote before invasive military force can be used against a sovereign, foreign country.

Exceptions to a referendum vote will be made and the vote bypassed if (a) the United States is attacked within our territorial borders, OR (b) at least two US allies formally request US military assistance.

Even if an exception is met, a Congressional Declaration of War will still be required.
