Require new members of Congress to take a class and be tested on the U.S. Constitution; continuing ed. every other year.

In order to insure Congressmen are knowledgeable and minimally familiar with the U.S. Constitution, they should be tested for proficiency once elected. Thereafter, based on their score of knowledge, they may be required to continue their education every so often. Their scores will be published online so that the people are aware of their proficiency. This will create a competitive environment for which they will strive to be more knowledgeable than their piers. The result will be that the people will have representatives who are better prepared, more competent and ultimately more efficient at the task of governance.
