Require the NSA to have a warrant to "unmask" known US Citizens information to other Agencies.

On the Website, http://icontherecord.tumblr.com/ in the "August 2013 — Semi-Annual Assessment of Compliance", declassified 8/21/13 on p17 of the Report, footnote 12.
"NSA generally "masks" United States(US) person information by replacing the name or other identifying information of the US person with a generic term, such as "United States person #1." Agencies may request that NSA "unmask" the US person identity. Prior to such unmasking, NSA must determine that the US person's identity is necessary to understand the foreign intelligence information."
We believe this is a violation of the 4th Amendment. We request that the President issue an Executive Order that would require either NSA or requesting agency to obtain a legal warrant to "unmask" the name of a US Citizen obtained by NSA.
