Require officers of the law to take yearly sensitivity training. To decrease and or halt the mistreatment of the Deaf.

October 16th 2013 officers of the Jacksonville Sheriff's Office in Florida dragged a deaf man out of his vehicle and held him at gunpoint. They laughed and took the situation casually with no consideration towards the individual and nearly shot him according to witnesses. In 2008 a deaf man by the name of Harry Tessien was shot by police in a case of mistaken identity despite having repeatedly telling officers he was deaf. There are numerous incidents regarding the police and their lack of sensitivity and understanding towards diversity of ANY kind. Officers should be required yearly sensitivity training in dealing with minorities and those of different cultural/lingual backgrounds. It is evident officers become lax at the expense of a citizen's life.
