Create a program where the federal government is mandated to spend 3% of its budget specifically with a small business classification of "Veteran Owned Business".

The goal is not to change the current procurement program with Service Disabled Veteran Owned Businesses (SDVOSB) but to create a program that--in addition to--supports businesses owned by prior military personnel who meet specific guidelines but are not classified as having a service connected disability.
