require an outside Federal party to review all NYPD personnel in the field and require mandatory re-screening process.

There have many entirely way too many altercations with the NYPD just within the past year, including wrongful deaths, assault and robbery (aka 'civil forfeiture'). When will someone outside of the NYPD take charge and actually review these officers and ensure the public is being served, not harassed and beaten? There has been way too much talk without action regarding these events and every day a new video surfaces of police brutality (not just the NYPD, but nationally). The NYPD is a microcosm of what is occurring across our country on a daily basis and is downright sickening. Whether you're black, white or brown, citizens should not live in fear of the people that are supposed to protect us. This can only be fixed by a mandatory review and re-screening of all NYPD officers in the field.
