In order to drive a car you have to have insurance. Why? Because a car is a dangerous instrument that can cause a lot of damage to property as well as human life. You are rated for insurance based on the type of car, your driving record, etc.. This determines how much you pay in premiums. And the more cars you own the more you would have to pay for insurance. What if the same principal was applied to firearms. Keep all firearms legal, and retain everyone's right to own one, but with each firearm purchase there would be a premium. Certain weapons would require more than others based on safety records etc.. And just like driving, the more safety classes you have taken, the more you could show you had years of good weapon ownership without incident,the cheaper your rates would become
