Require owners to spay and neuter their pets

Dogs and cats should be required to be spayed and neutered unless a special breeders' license is acquired by the owner. Every year in the United States, open-admission animal shelters across the nation are forced to put to death roughly half of the 6 million to 8 million unwanted dogs and cats who pour into their overwhelmed facilities. In six years, one un-spayed female dog and her un-spayed offspring can theoretically produce 67,000 dogs. One un-spayed female cat and her un-spayed offspring can produce up to 400,000 kittens in a matter of seven years if not spayed or neutered.
