Using paper ballots will enhance the accountability of the votes and conclusively protect the integrity of the vote from online hackers and manipulation of voting machines. If there is a concurrent requirement to retain the ballots, meaningful recounts will also be possible, traceable back to the actual hand marked ballots themselves.
