The age of majority is 18, which is a "chronological" age. A person who is 18 is not necessarily emotionally, mentally, psychologically, or socially developed enough to make a permanent and life altering decision when getting a tattoo or body piercing. Many young people seek tattoos or piercings when they turn 18 as their first act to prove they are "an adult". Many young people are rebellious and some have a mental health issue but parents are unable to prevent their "child" from making a decision that can ultimately hurt their future success. If they can't drink until they're 21 they shouldn't be able to tat or pierce until 21 either. Let's make sure our kids will be employable.
