At birth, a parent (parents) would be required to contribute to their child's Medicare fund. This fund would be locked and tied to the child's SSN and would not , By law, used for no other purpose than for who it was intended. The amount would be based on the number of children born to the parent (parent's), i.e... $20 for 1-3, $15 for 3-4... with a minimum of $5 for low income. Parents can oped to pay bi-weekly or monthly so as long as the required amount is paid. Once the child is of the age of 18 , parents are no longer required to contribute on their behalf. The child will pickup and continue paying as all adults do now.
This would reduce the Medicare cost to the next generation and the need for Government to borrow in order to pay for this entitlement.
