Require Parents to have licenses to have children.

Nowadays, too many children suffer at the hands of adults clearly incapable of raising children. A woman bleached the eyes of her baby, and another woman beat her son, fracturing his skull and stuck toothpicks on his feet. We've allowed adults to show responsibility with children, but they've abused that privilege, and the Obama Administration should require future parents to have to go through a license to be able to have and raise a child. We do the same with Driving, which, if not for licenses, someone could get killed, and it gets revoked when used irresponsibly. Parenting requires the life of a defenseless child in the hands of adults, and if they can't be responsible, then they should have that right revoked.
