The average voter does not consider the actual dollar amount required to fund any new or increase in taxes, fees and obligations. There is often no understanding in the financial impact to all. Too often, "feel good" bills are passed without considering their true total cost. To help insure a responsible, thought out vote occurs, the voter could be required to prepay for any increase that may take place. This would encourage a realistic and more accurate accounting rather than having to later deal with underfunded projects. The voter could pay cash, sign for a loan or use credit to satisfy the obligation. Should the measure be defeated, the monies or loan application would be returned at no cost. This way, all projects are "paid forward" and watched for fiscal accounting.
