Require people on welfare to take drug test and do mandatory community service for benefits received

We need to build a system that requires those receiving any type of state or federal assistance to submit to random drug testing and also require them to do some type of outreach program or community service for benefits received. In a world were some people expect to be taken care of while others are hard at work for the money they earn we need to start holding people responsible for there actions. In any job you are required to submit to a drug test before beign hired so why isn't the government requiring that those asking for assistance financially do the same? We need to not only help our fellow citizens but also teach them to work for the benefits gvien to them. We could require they do at least 30-hours a month of community service such as cleaning up your neighborhood streets.
