Wasting the time of government employees with meaningless petitions is no different that filing a fictitious lawsuit; neither serves any purpose other than wasting tax-payer resources. Therefore should any petition submitted to government be shown to:
1) Have no feasible way of being implemented without it causing greater harm to the citizenry of the United States of America;
2) Create risks to the national security of the USA;
3) Or, promote acts of treasonous behavior among the citizenry;

The signors, initiators and those openly encouraging the submission of the petition be collectively fined an amount equal to the government resources used to address the petition.
