Pet regulation is a serious issue in the United States. There are too my people that take in animals (pets) that don't know how to properly care for them. This leads to animal cruelty, in humane treatment, over crowded shelters, and causes people to be attacked by animals. Before someone is allowed to take in, board, or adopt any kind of animal they should be required to take a "basic pet owner' course (at their local shelter, local vets office, or via the internet) Once they have completed the basic pet owner education then they will be able to apply for a permit that will allow them to legally obtain any type of pet. We are required to get a gun permit before we can own a gun. Therefor, we should be required to have an animal permit to legally have a pet. They can be just as dangerous.
