Requirements to spay and/or neuter pets or pay hefty fines and/or serve community service or jail time. Allow pet owners to breed their cats and/or dogs but not without purchasing an expensive license to breed annually.
Without counting the cats and dogs that live among the streets; this is the current statistics within the shelters of the US:
Approximately 7.6 million companion animals enter animal shelters nationwide every year. Of those, approximately 3.9 million are dogs and 3.4 million are cats.
Each year, approximately 2.7 million animals are euthanized (1.2 million dogs and 1.4 million cats).
Lets save our furry friends, prevent over-population & stop euthanization by requiring pet owners to spay and/or neuter their pets.
