Telemarketing scams such as "Rachel from Cardholder Services" use a combination of robocalls and fake caller ID numbers to evade the law. They are not only a nuisance, but bilk US citizens out of millions of dollars every year.
Telecommunication carriers should be required to retain accurate information as to the origin of calls, including the IP for VIOP calls. They should also be required to provide a method similar to the *69 service that will allow call recipients to automatically report the accurate caller ID information to the FTC. Such a system would provide the FTC with a large amount of timely data for use in investigation and possible prosecution.
