Require that phonebooks must be requested by an individual before they are mass distributed.

I believe that the mass distribution of phonebooks without the request of the individual is an extreme waste of our paper. We are now in a society that has instant access to the internet through computers and smart phones. From what I've found, as little as 25% to as much as 60% of americans throw out their phonebooks upon receipt. How can we justify manufacturing and distributing a product that the majority of Americans have no use for, would prefer not to receive and immediately disgard. My petition is that the manufacturers must receive a request from a direct indiviual before the phone book is left on their door step.
