Welfare recipients, who are struggling to find employment, but fully capable of working will be required to voluntarily work for local government agencies. This may include, but not limited to, community service, fire departments, police stations, sanitary work crews, parks and recreations, ect. The objective of this is to promote a positive work ethic, and to deter people from "milking the system" among those receiving government assistance.
