Require police and troopers to turn their lights off after pulling a car over to reduce rubber-necking and traffic.

Many instances of highway traffic are unnecessary caused by people rubber-necking cars pulled over on the side of the road. When the police car or trooper has their lights on, cars on the highway see it well in advance, and prepare to slow down to observe the situation. If the cop shuts their lights off after pulling a car over, there will be less rubber necking and less traffic. There is no need for their lights to be on.
