Require police chiefs to report when an officer uses force against someone who later dies.

Police officers in the US kill between 400 and 3,000 people each year, but we don't know the exact number because they don't have to report it. If a police officer shoots (or tasers, or chokes, or ...) someone, and that person later dies as a result of that use of force, the incident should be reported to the FBI for inclusion in its Uniform Crime Reports. The FBI already produces these reports each year, so the additional burden on taxpayers is minimal. The benefit of knowing how often citizens are killed by cops is obvious. It's an exact number, and it needs to be tracked.
