Require That Politicians Wear Dunce Caps

Due to widespread dissatisfaction with our leaders in Washington, I propose that the President, his cabinet and members of Congress be required to wear dunce caps while performing the duties of their office/post.
Wearing dunce caps would signify their collective incompetence, inability to work together and lack of moral fiber and intestinal fortitude. Furthermore, it would be an act of contrition for their financial irresponsibility and arrogant foreign policy.
Dunce caps should be worn until the aforementioned parties can demonstrate to the nation that they are fit for the tasks that they have been given. They are civil servants and as such are not above the people. They are there to serve the nation and it's best interests, not their own political allegiances and ambitions.
